EAA Chapter 87 Minutes of Meeting Dated March 12, 2019 Submitted by Richard DeVito
The March meeting was held at Brunswick Executive Airport. President Charlie Gabelmann called the meeting to order at 1900.
1. SECRETARIES REPORT
No secretaries report was submitted as no chapter business meetings were held in December, January, or February. In December the chapter held the annual Christmas party. The January meeting was cancelled due to weather, and in February, the chapter attended the annual Aviation Forum at the Owls Head Transportation Museum.
2. TREASURER’S REPORT
Tom Muller reported that the chapters check book balance on March 11, 2019 was $5,762.85. Additionally, he reported a cash balance of $145.00 and this was passed to Charlie Gabelmann for deposit in the checking account. Tom advised that all future membership dues should be paid by check for the foreseeable future. Tom stated that he has filed the 990N tax form for 2018.
3. SLATE OF 2019 OFFICERS
At the November 2018 meeting, chapter members elected Dave Beemer as Treasurer for 2019. Due to constraints of his employer, Dave is unable to fill that position. Tom Muller has agreed to assume the Treasurer’s position for 2019 until such time as a permanent replacement can be found. Following is the 2019 slate of officers:

4. OLD BUSINESS
Leo Leclair responded to questions from members on possible chapter liabilities with use of the chapter scales. Leo provided a copy of a release form that must be signed by the end user. The release form clearly states that the scales are only available for use on aircraft owned by the end user, and that the end user must be a member of EAA 87 and EAA National, and is responsible for any damages to the scales. In addition, the end user accepts responsibility in determining the suitability and accuracy of the scales for the purpose in which they are being used. Scale documentation follows:
Rules and guidelines for the use of EAA Chapter 87 owned scales
1) The end user must be the registered owner of the aircraft being weighed and must sign the release form prior to use. 2) The end user must be a current member of the EAA, Osh, WI as well as a member in good standing of EAA Chapter 87. 3) The end user is responsible to perform all calculations IAW standard weight and balance practices and is solely responsible for the outcome. 4) The loaning of the scales for extended periods is allowed with the approval of the majority of the Executive Officers. The borrower of the scales, which may not be the end user, is responsible for the scales in regards to loss or damage. 5) A running list of approved members will be kept by the Chapter POC.

The end user agrees to use these scales in accordance with the rules and guidelines, as set forth by the Officers of EAA Chapter 87. The scales are not available for use on any aircraft not owned by the end user. The end user must be a member in good standing of EAA Chapter 87 as well as the National EAA. The borrower, and / or end user, is responsible for loss or damages to the scales caused by abuse or carelessness. The extent of this responsibility will be determined by the Officers of the Chapter during the following monthly business meeting.

Tips on weighing your airplane;
For practical reasons, this is a two person (or more) job.
If you're doing this outside, get out of the wind. The wind will blow the airplane around enough so that the scales will not stabilize. If your airplane sits nose high to the level flight line, find a slight grade that would suit leveling the airplane without shims. It's easier to pull the airplane downhill than up!
When you find a spot that is suitable, mark where the wheels are. This is where you should place the scale pads. Use the 12" x 24" plywood shims on the main gear to level the airplane if needed. Adjusting the nose height can be done by letting air out of the tire. Roll the airplane back and place the shims with the ramps and pads on them.
When you're ready to weigh the airplane, turn the scales on per the instructions and roll the airplane onto them. Use chocks on the scales to prevent rolling off the other end of the scales.
Center the airplane on the pads as best you can. DO NOT lift the airplane by a wing to reposition a scale. This transfers weight to not only to the opposite side, but also to the nose wheel. Always roll the airplane off to reposition the pads. If you do this, zero the scales out again before you roll the airplane on for the final time.
1. Set all scale pads out individually. The cables are marked for specific pad locations, but all pads are identical. Plug all the cables into the four scale pads. When using only three pads, the LF pad is defaulted to always read zero and should not be used, but still needs to be plugged in. The RF scale should be used for the nose or tail wheel. Use the RR and LR pads for the main gear. 2. Turn the scales on by pushing the ON/OFF button. The scales will turn on and read "Tanner Race Scales" and display the battery level. If the battery is low, recharge before use. 3. Zero the system by pushing the UP or DOWN arrow and select "ZERO ALL PADS", then press "OK". If you are not using all pads, you may zero each pad individually.
After you highlight the choice on the menu, you may select it by pushing the "OK" button. This will the then display zeros on the locations selected. Do not turn off the scales.
4. NEVER lower the aircraft down onto the scales with a lift. When you lower most planes, the main gear will flex outward creating a side load on the pads. This has the potential to give a false weight value. 5. Roll the aircraft onto the scales. The computer will display the %'s and the weights of each pad. It will also display the total weight. Allow some time for the pads to stabilize before recording the data. 6. When done, shut the scales off buy pushing the ON/OFF button for two seconds. Roll the aircraft off the scales.

5. NEW BUSINESS
Charlie Gabelmann reported on key items from the Aviation Forum. Representatives of the University of Augusta Aviation program expresses concern on wide spread usage of Ritalin to control ADHD behavior. In those cases, students could not be accepted to aviation flight programs as the FAA would not issue an aviation medical certificate. Charlie also reported that ACE Camp organizers stated that the program is financially strong, but they are having difficulty recruiting participants.
Dj Merrill reported he has obtained a Commercial UAV certificate. He stated it requires an on line program and is relatively easy for anyone with a pilot’s license to get the certificate.
Dave Beemer expressed his thanks to Russell Keith and Tom Muller for their help in him getting a FAA Phase 1 Test Pilot certificate. Dave recently flew the phase 1 requirement for an RV-9A built be Gary Brearley and registered as N105GS. He flew using the newly released EAA Flight Test Manual.
Nick Schroeder attended the meeting as a guest. He has extensive aviation experience and currently serves as scout master in Brunswick. He is interested in working with the chapter on young eagles and ACE Camp programs.

Tom Muller has purchased much of the avionics from his former RV-9A for use in his Zenith 750.
Charlie Gabelmann has purchased an Airdrome Ultra light kit and plans on using a Rotex 447 engine.
