EAA Chapter 87 Minutes of Meeting Dated January 11, 2011

The January meeting was held at the Old Bowdoin School. President Charlie Gabelmann called the Meeting to order at 1900 with a quorum of Board Members in attendance. Dave Pepple from the FAA was present to discuss accident statistics and answer questions from the attendees on experimental airworthiness procedures.
1. CHAPTER BUSINESS ISSUES
Charlie Gabelmann reported that the annual Aviation Forum would be held at Owl’s Head Transportation Museum on Feb 19. Richard DeVito made a motion to consider the Feb 19 Aviation Forum as the chapter monthly meeting. This was seconded by Everett Perkins, and passed unanimously.
The Treasurer’s report was given to the secretary, but not formally presented at the meeting. Summary figures are included for information only.
End of year balance totals $5,271.87 with 45 total members. Profit and loss figures for 2010 reflect an income of $1,907.50 with $1,804.15 in expenses, for a net income of $103.35.
2. OPENING STATEMENT – DAVE PEPPLE

Dave reported that transition authorities at Brunswick Naval Air Station (BNAS) are considering hosting a fly in June of 2011, and are looking for local support. The long-term goal might be to eventually progress to a major annual event in the Northeast. Charlie will contact organizers for more details, and will discuss possible attendance at the Feb 19 Aviation Forum.
3. ACCIDENT STATISTICS
The data presented by Dave covered accidents in the Northeast region in 2010 through September 30, along with expanded data for 2008, and 2009. Data is not considered final, but was presented to show a disturbing growing trend. Some of the figures herein may not be exactly what Dave presented due to difficulty transcribing the figures, but it should be representative. A summary of the 2010 data with some recommendations follows:
- Highest basic cause of accidents occur during Approach to Landings (APL) 27% were fatal
- Highest Fatality rate category is Amateur Built Light Sport (ALS)
ALS had about a 15% fatality rate overall
- ALS causes ranked engine problems highest in 2010.
Loss of control ranked slightly higher based on 2008 and 2009 data.
- When combined, mechanical and structural problems accounted for 46% of ALS Eastern Region accidents.
18% were fatal versus 8% for general aviation overall.
Two were seized 2 stroke engines, both beyond maintenance cycles
Two were broken crankshafts.
Three battery ignition failures
Two installed against recommended instructions
One Mag failed, but pilot did a touch and go.
Two hoses fell off. One coolant, and one fuel with fire on run up.
Two fuel flow/contamination: One unable to select fuel or determine which tank had fuel.
20 Undetermined, with 18 falling within a narrow weather band for possible icing.

- Interestingly, Dave noted that powered parachutes generally do not have carburetor heat, although some have been noted with heating elements on the side of the carburetor.
- Amateur Built (AB) hours account for 3.4% of GA hours, but 13% to 27% of the accidents. AB has a 5% to 8% fatality rate.
- Transition training for LSA considered extremely important. At one major LSA operation, it was stated that 100% of pilots without transition training would damage their aircraft.
- LSA maintenance recommendations must be followed. Always use factory recommendations for propeller and carburetor settings.
Follow Rotex 582 two stroke maintenance recommendations.
Crankshaft requires replacement after 300 hours of operation.
- General good practice
Do not use automotive in line fuel filters or automotive ignition type switches. Good workmanship overall is essential.
A good preflight is recommended always Be careful about stale fuel. Shelf life for Avgas is considered 120 days, with only 90 days for auto gas. AC43.13.13 advisory circular is worth reviewing
Additional informational data shows 90% of the accidents occurred on the first flight in the aircraft. The pilot may be the second or third owner. Pilot performance is a major factor.
EAA has both a flight advisor and Tech counselor program. 80% of builders use the techs councilor program, but only 25% of the pilots use the flight advisor program.

The chapter will meet on February 19, 2011 at The Owl’s Head Transportation Museum in lieu of a regular monthly meeting. We will attend the Aviation Forum hosted by Chapter 1434 in Belfast, and registration runs from 0930 to 1000 hours. The general session will run to about 1230 hours, after which lunch will be available. Full details are not available at this time. In the event that inclement weather forces cancellation the forum will be held on March 12.
